The Montesano Fire Department exists to enhance the quality of life of our community through effective and efficient services.

Performance Goals and Objectives


1. Emergency Medical Response- Basic Life Support and Advanced Life Support

Goal: Basic Life Support-To maintain a response force that is qualified and certified by the State to provide Basic Life Support (BLS) techniques to the citizens of our jurisdiction.

Objective: To recruit, maintain and train a volunteer force of at least 32 volunteer EMT’s to meet the BLS response needs of the citizens by 2004.

Goal: Advanced Life Support-To maintain a response force that is qualified and certified by the State to provide Advanced Life Support (ALS) techniques to the citizens of our jurisdiction.

Objective: to recruit and maintain a career response force of at least six Paramedics to meet the initial ALS response needs of our citizens by 2005.

Goal: Staffing - to provide a staffing level of two career responders from the primary station(s) on a 24-hour basis by 2003. At least one of these responders shall be a Paramedic/Firefighter.

Objective: Increase the current level of career firefighter/PM staffing by one position for a compliment of six in 2003.

Objective: Increase the level of career staffing to a compliment of nine by 2008.

Objective:  Increase the City Volunteer force 25% to a compliment of 40 trained Firefighter/EMT’s by 2005.

Goal: Response time -To maintain a response time that provides our citizens the greatest possible chance of a positive outcome involving a medical emergency.

Objectvie: To maintain a four-minute response time within the city 80% of the time.

Objective: to maintain an eight-minute response time in suburban areas 80% of the time.

Objective: To maintain a twelve-minute response time to rural areas 80% of the time.

 Objective: To maintain a thirty-minute response time to remote wildland areas 80% of the time.

Goal: To maintain a response force that is qualified and meets Washington  State standards to provide rescue, fire attack and suppression services  to the citizens of our jurisdiction.

Objective: Develop draft ordinances for the City Council’s consideration that address’ current and future organizational Structure, Qualifications and State requirements.

Objective: Incorporate Volunteer firefighters as well as Career firefighters in the draft ordinances.

Objective: Utilizing the appropriate mechanisms and forums, develop these draft ordinances in cooperation with the Career and Volunteer organizations by 2004.

Goal:To improve the Fire Departments capability to provide emergency ambulance transports through a tiered transport system.

Objective: To maintain current practice of utilizing qualified paramedics to triage patients for ALS and BLS transport.

Objective: To guarantee that a qualified paramedic will be on duty to assess and transport those patients in need of advanced life support by 2003.

Objective: To guarantee that a qualified paramedic will be on duty to assess and assign BLS transport for those patients in need of Basic Life Support care by 2003.

Goal:To provide training that will raise the response capability from Hazardous Materials Awareness levels to an Operation Level.

Objective: To train all career personnel to an Operational level by 2005.

Objective: To train all volunteer firefighters to a Hazardous Materials Awareness level by 2005.

 5. Fire Prevention/Code Enforcement

Goal:To develop a comprehensive management plan addressing code Enforcement, Fire Prevention and Fire education that meets applicable state and federal requirements.

Objective: Draft a new ordinance for City Council consideration adopting the 2000 Uniform Fire Code by July 2003.  

Objective: Develop and implement a code enforcement program based on the 2000 Uniform Fire Code that ensures that institutions and places of public assembly are inspected every twelve months by 2004.

Objective: By 2006, develop and implement a code enforcement program based on the 2000 Uniform Fire Code that ensures that all commercial occupancies are inspected at least every twenty-four months.

Objective: Institute a structured on-going Fire Prevention program for grades K-6 by 2004.

 Objective: Develop and implement a Fire Education program for senior citizens by 2005.

6. Non-Emergency Ambulance Transport

Goal:To maintain a non-emergency ambulance transport capability based and managed by the Montesano Fire Department.

Objective: To manage Fire Department resources in cooperation with other resources to assure that patients requiring transport of a non-emergency nature are assured of transport by 2004.

Objective: To continue to provide a fire-based non-emergency transport service utilizing paid on-call firefighters from the ranks of the Montesano Fire Department.

7. Inter-Facility Ambulance Transport

Goal:To maintain an inter-facility ambulance transport capability based and managed by the Montesano Fire Department.

Objective: To continue to manage Fire Department resources to assure that patients requiring Inter-facility transport are assured transport to the appropriate facility.

Objective: To continue to provide a fire-based inter-facility transport service utilizing paid on-call firefighters from the ranks of the Montesano Fire Department.

8. Community Service programs

Goal: To increase community service programs based on availability of career and volunteer personnel.

Objective: Continue providing citizen Blood Pressure checks, but only as personnel are available.

Objective: Provide community service programs as personnel are available by utilizing volunteer and career personnel.

Objective: By 2004, revise City Ordinances dealing with volunteers to include volunteers who are not firefighters or EMT's.

Objective: By 2008, have a self-sustaining  Community Service program utilizing administrative volunteers.

9. Public Education

Goal: To increase public education programs based on availability of career and volunteer personnel.

Objective: Provide public education classes as personnel are available by utilizing volunteer and career personnel.

Objective: Recruit ten to twelve administrative volunteers and train to provide public education classes by 2005.

Objective: By 2008, have a self-sustaining Public Education program utilizing administrative volunteers.
